gingerbread seems the obvious answer. I’ve seen gingerbread puzzles before; use recipes for gingerbread houses, which would have less shrinkage and be very sturdy ……..slices of cheese
how big do you want your jigsaw puzzle to be first??
would probably be great to try and recreate the baked beans jigsaw in real life, or make a giant dorito out of regular ones.
you could use steak but first cut it up and once you finish the jigsaw puzzle eat the greatest food ever while watching the real jigsaw in Saw the movie

cake would work great. peanut brittle. cookie dough would work you just make one big cookie is stead of drops. pizza crust and pasta sheets. bonded grahm cracker crumbs.
How about cookie dough, flatten it out and cut your puzzle out? Then bake it to make it hard so it can be handled easily.

Pastry, roll it, spread butter over it, cut the shapes before you bake. Should come out like a flat croissant.

Maybe if you baked a pie crust on a jelly roll pan and sprinkled it with sugar (to make it sweet)
